drive bays turn off automatically in windows 10

i have 2 usb external drive bays, 2 different manufacturers, on 2 different computers both with windows 10. whenever a usb drive bay isn't being used for a few minutes, it turns off. the power light is still on, but the drives arent spinning and windows doesn't know they are there. i have to get up and walk across the room, reach under the desk and turn the bay off and then on again if i ever want to use it. so annoying. USB Selective Suspend Setting is disabled
 
What exact make/model/part number are those "USB drive bays"? I use quotes because I'm not exactly sure what you're talking about-- external optical drive? External SD card reader? Something else?
oh well i guess they're both Orico. but i think ive seen this with other brands. they plug into the USB and you can slide your hard drive in it like a Nintendo cartridge
